Will the jobs created by our projects go to people in the local communities, or will they be filled from the outside/fly in-fly out?

We want to hire locally first. Some specialized jobs may require outside workers, but we can create training and apprenticeships here, so more people get the chance.  An Economic Impact Assessment (EIA) can be done on projects along with a Preliminary Economic Assessment (PEA) to show how many direct and indirect jobs that will be created.
